New carb dumping fuel

I'm stumped on this one. Here's the story:

  • Father-in-law's 3 year old Husqvarna self propelled mower with a B&S motor has been running great until last week. Can't start it, locked up.
  • I check it out, the cylinder and muffler are completely full of fuel. Gaskets are leaking on the carb. (They've been using an ethanol treatment on a not-so-regular basis - I used it for a year and made sure to treat all the gas I put in it)
  • I crimp the fuel line with vise-grips and dump out everything. Gas is in the oil, too.
  • New carb is not much more expensive than rebuild kit so I order one.
  • Installed, eventually starts and takes a minute or so to cough out the cobwebs. Shut it down, start again immediately and the hot start is very rich blowing black smoke for few seconds.
  • Shut it down a again, wait a few minutes, can't start and is spitting gas everywhere.
  • Took it home, opened up the carb to check the float and needle, everything is fine. This is a new carb. Everything looks the same on the old carb, except for the gaskets.
  • Back together, new carb back on the mower and still flooding after a few pulls, won't start.
Where do I start with this one (besides an oil change)? The oil dipstick doesn't look like the case is also full of gas, but could there be enough in there to get sucked back through the vent into the intake and flood it?
