At a loss

I have a Briggs & Stratton engine on a rototiller. 120212 0360 E1.
I had to replace the head on it. Someone broke the carburetor flange.
The head was within specs, so I cleaned it up and lapped the valves. I got a new gasket set, made sure everything was exact and put it back together.
When I went to start it, it was like starting a 20-to-1 compression engine.
I pulled the spark plug and it spins with the pull cord great. Reinstall the plug and I can almost lift the tiller off the ground with the pull cord.
Has anyone run into something like this before?
I'm at a loss and don't know what to do.
