need help adjusting carb

I have a 2007 troy bilt 17.5 briggs n Stratton riding lawn mower. that runs wide open and I tried everything to adjust the throttle on and it still runs wide open. I even tried to adjust the governor and it still runs wide open. does anyone have any ideas? I am stumped. I included a video showing, you adjust the cable it still runs wide open.
