12/38 rider Idling fast

I put a brand new carburetor (latest model for this toro). Starts great, runs great. But when idling, it is very fast.

I adjusted the idle screw and there really is no difference in speed.

Any suggestions? Could it be the governor somehow??

I have model 91184 toro from 1994.
