Bad starter motor diagnosis?

I have a husqy that I bought with a blown motor and I but a Briggs twin II engine on it. Ran great for a while, then it started getting hard to start. Now it won't turn over at all on it's own. I have taken the spark plugs out, I have shorted across the solenoid, I ran a cable from the battery post straight to the starter all with no change. I have tried hooking in a new lawn mower battery as well with no change. BUT...if I jump it off my truck battery it cranks like a champ. I spent last year just jumping it off when I used it, but now my craftsman mower with a Briggs Intek ohv started having the same symptoms. I took the starter motor off of it and took it a part...everything intact but first time looking inside one. I put it back together, set it on the ground and hooked it up to a new mower battery straight off the charger and it doesn't move. I then jumped it to the truck battery and it spins. The only thing I can think of is the high cranking amps of the car battery is overcoming a defect in the starter that the lower amp mower battery can't overcome. Anybody have any other ideas before I shell out for a new starter?
