HR 214SX tranny (drive) problem

So It Works fine in 2nd gear. However when its in first nothing till I push on the stick, as if I was going to engage into the 2nd. It want to engage but just doesn't. I thought it may be a simple cable adjustment but it seems to be maxed out. (not the original owner so don't know the history) I did not see any obvious adjustment near the drive shaft?
Any advise would be welcomed. Is a new cable ass'y in the works?
