Homemade contraption in WI $150

Now here's something you don't see every day. I'm guessing it was homemade to serve a specific purpose. I like it, and I want it, but can't think of a single thing I'd do with it. Maybe drive it in the next 4th of July parade and have Judy toss those little tootsie roll candies out of it.:idea:
