Snapper LT145H38DBV - Need help with fuel solenoid and belt setup!

If you've seen my thread on engine trouble on my Snapper rider, you know it's been nothing but trouble, but "Trouble" redeemed itself today when it fired on the first try! Amazing what charging a battery will do. I'm not ready to mow yet though, still plenty of problems! How does it go? One step forwards and two steps back? :P

I've got two big issues I need you guys's help with, a malfunctioning fuel solenoid and a belt that can't drive the blades without tearing the house down with it. Any help is appreciated!

The solenoid is probably something simple, I'm getting the right voltage but the solenoid itself (brand new) won't budge when i turn the key. Maybe a dirty contact to ground? I'll test the solenoid itself too with a battery.

The belts is something that's always plagued this mower. It ran great with the first belt it had when I bought it, but I hit something and tore it up....I was young, ok? xD
Now no matter what belt I buy, it eats the things up. Before this mower got parked last summer, it would absolutely burn belts up. Throw them off the drive shaft, and I could only raise the Belt Engage lever about halfway, or it'd kill the engine. It's pretty much doing the same thing now, but I have the right length belt (Gates 6885) and it set up right (See Diagram)?

This thing's gonna be the death of me....haha
