Hustler Super Z catches leaves on fire!

So I am currently working on a Hustler Super Z w/ Kohler CV750. After MDI conversion, electrical issues galore, relay replacement, starter assist kit install, and new battery, I finally got it running last night! Hasn't been running since beginning of summer. It ran pretty well, some light surging at full throttle that diminished as it warmed up. Then I noticed that after not-one-minute of running, the exhaust before the muffler was BRIGHT orange, and the heat coming off of the muffler was intense. I decided to take it for a ride, since it was actually raining and I didn't think fire would be an issue...anyways I look behind me to see a trail of wet leaves that are actually burning... that's when I admitted I may have an issue.
Does this Kei Hin super-japanese carburetor need adjustment? Could this be a lean running issue? Or is it safe to say it needs a valve job? Maybe I could try some seafoam or MMO in the fuel? I'm actually running 92 octane, ethanol treated, maybe 1/4 of the tank had few-months-old gas in it.
