Hard starting B&S mower.

I have a John Deere 110 with a 19.5 HP B&S motor, model number 31P677 Type 0125G5.

The motor is starting hard. I have the valves adjusted to .005 on the intake and exhaust. I've tried every adjustment for .004 to .007 and the mower is still starting hard.

When I turn the engine by hand both valves are lifting properly. The motor is starting so hard that it is shearing or breaking my starter gear. When I try to start the motor turns and it will hits the compression stroke and bounce the motor back which breaks the starter gear. Basically doing kind of a back fire. I've replaced five gears in the last two weeks.

Could this be a Cam problem? I'm thinking if the cam is bad the valves won't open properly but they seem to be functioning properly. I have 681 hours on this motor and I use it every day for my lawn business. The battery is new last March. The Starter is new as well.

I'm out of ideas and need some help.
