Fuel delivery problem

I am working on a 98 Murray 17hp with a 42" deck. I dont think it has run in more then a year. I have it allback together and it is firing but I cannot get any fuel to the carb. I have changed all the lines and filter and the gas is not gettting into the filter. The fuel lines are routed just like they were when the mower was brought to me. I need some guidance on how to get the fuel moving.
